The Board of Supervisors is the governing body of Earl Township. The powers and duties of the Supervisors, as well as all other elected officials, are set forth in the Second-Class Township Code, enabling legislation enacted by the Commonwealth of Pennsylvania. The Board is compromised of three (3) members who are elected to six (6) year terms. The Board of Supervisors appoints the members of the various advisory boards, commissions, and authorities.

The Zoning Hearing Board consists of three (3) regular members and one (1) alternate appointed by the Board of Supervisors. The purpose of the Board is to ensure fair, equitable application and administration of the Zoning Ordinance. The Zoning Hearing Board has jurisdiction to hear and decide the following, but is not limited to: applications for variances, applications for special exceptions, procedural challenges to the Ordinance, and appeals of the Zoning Officer’s determination.

The elected Board no longer audits the Township’s financial records; the audit is performed by certified public accountants and is reviewed and approved by the elected auditors. The Board of Auditors sets the pay rate for Supervisors who perform road related duties.

Sewer Enforcement Officer

Mark Deimler (Back-up SEO)

The annually appointed Township Sewage Enforcement Officer (SEO) is responsible for the enforcement of state regulations relative to on-lot sewage disposal. This includes the testing and verification of site suitability, permit review and issuance, and system construction inspection. The SEO investigates malfunctions and coordinates corrective actions. They also review and approve planning modules that are necessary for subdividing properties and creating new land developments.
